Government flagship schemes/policies can be
important for your IRMA exam as well as IBPS, SSC, UPSC interviews/written
exams. The Pradhan Mantri Awas Yojana (PMAY) was launched by Prime Minister Narendra
Modi on June 25, 2015 and could be asked in any of these exams. The scheme
envisions the Housing for All goal by 2022.

In this article, we will look into the objectives,
implementation and key features of the programme.

Objectives

·
To provide shelter to homeless individuals,
especially those who belong to lower income groups.

·
To construct around 2 crore
houses in the country in seven years i.e. from 2015 to 2022.  

Implementation

·
The implementation will be
carried out in three phases:

· Phase I: The first leg of PMAY began in
April 2015 and will go on till March 2017.

· Phase II: The second phase will start in
April 2017 and will continue till March 2019 covering over two hundred cities.

· Phase III: The third and last segment of
PMAY will begin in April 2019 and continue till March 2022. All the remaining
cities will come under this phase.

Key
Features

·
The programme will support
construction of houses of up to 30 square metres (carpet area) with basic civic
amenities.

·
The scheme stipulates that the minimum
size of houses constructed under each criterion should adhere to the standards enlisted
in the National Building Code (NBC).

·
The houses designed and built will
have to meet the requirements of the Bureau of Indian Standards (BIS) codes for
structural safety against earthquake, flood, cyclone, landslide, etc.

·
The main beneficiaries of this
programme will be women, Scheduled Castes, Scheduled Tribes and economically weaker
sections (EWS). 

·
Senior citizens and the
differently-abled will be preferred at the time of allotment of ground-floor houses.

·
In a first-of-its-kind rule, all
applicants of the scheme will be required to include the name of their mother
or wife while registering. The houses will preferably be allotted to the female
member of the family.

·
All the beneficiaries will be
given an interest subsidy of 6.5% on the housing loan for a period of 15 years.

·
Eco-friendly and reliable technologies
will be used in houses constructed under this scheme.

·
Loans for this programme will be
available at an interest of 10.5%.

·
Beneficiaries will receive a
central grant of close to Rs.1 lakh.

·
Every beneficiary would get a Central
government assistance of Rs.1.5 lakh for promoting housing stock. This way, 35 %
of the units under the scheme will be designated for EWS.

·
An additional Rs.1.5 lakh will
be provided to eligible urban poor who wish to have their houses constructed in
urban areas or to make necessary renovations in their existing houses.
