For example..while going from 1896 to 1908..we get the same calendar year..
And if 12 is possible then even 40 is possible because 40=12+28

without replacement:
favourable case: 52C1 * 3C1
sample space: 52C1 * 51C1
probability = 3/51 = 1/17

with replacement :
favourable case: 52C1 * 4C1
sample space: 52C1 * 52C1
probability = 4/52 = 1/13

Choose one honor/number and then choose one card fom the same honor or number.

hence,
probability=C(13, 1)*C(4, 2)/C(52, 2)=1/17
