In sentence 2 , if use of "are" implies that the whole means " members of my family are going for a vacation this year" , then why is it incorrect ?

also i think sentence 4 is correct.

Hey!

In cases like these, when reporting verbs such as suggest/recommend/insist/demand are used,

we can use should, the subjunctive or the normal tense in the that-clause, depending on whether it is appropriate to sound formal or not.

So in this case, the answer can be "a" or "e". "c" in my opinion, will not be correct in this case because verbs like this should be followed by "that" + subjunctive which is not so here.
