Is the ans for this shoud be 1only OR using both statement together???

Both are required. We cannot be sure whether he would be working with same efficiency or not.

U cannot say that unless u are aware of the fact that he is maintaining his speed throughout.
What if after completing 30% work he reduces his speed to half or doubles his speed...?
Till we know that he is maintaining the speed or not, we can't comment.

Both are required looking at statement II. Since it is stated as an option.

(1) If 5 of the present employees leave, then the company will have fewer than 20 employees.
(2) If 5 additional employees joined, then there will be at least 28 employees in the company.
