Place 5 bags each on pans of spring balance...since one pan weighs heavier that other...pick the lighter bag group and repeat the process again with 2 bags in each pan ( except now picking the bags from lighter bag group)...if the pans weigh equally, the one left out could be the lighter bag...then it counts to 2 steps (weightings)...if the weighs are unequal then repeat the process again..the lighter bag can we found with extra step...:-)
