and no of ways they can speak = 10c4*4! ways
when a person is not called to speak , total = 4c2 = 6 pairs
and no of ways they can speak = 6c4*4! ways

excluding 1 particular person 4c2=6
so no of way of selecting them remembering not to select same pair twice
6*5*4*3
a/b=(10*9*8*7)/(6*5*4*3)
a/b=1/14
so a+b=15
