Hey Sumit, yes fewer should be used for countable nouns but fewer cannot be used for comparison "less than " has to be used when making a comparison of number or amount. A. Looks wordy but has correct idiom and compares the amount spent correctly B.Incorrect use of like. such as should be used. C.Including is not correct (here National Endowments acts is one of may areas so such as is needed) also it gives a notion National End.... is not an arts or cultural institution. D.Incorrect use of like E.Fewer than is not idiomatic. fewer foll0wed directly by number is the usage. fewer services, less water, fewer chocolates, less pain etc. when than has to be used Always use less.
