ps25 SaysE for last choice. Using a verb "is" would make a "comma splice" error in the sentence and B is awkward so E remains correct choice

but we use whether...or I thought we cannot use whether without OR.

In the above sentence "and" is not linked with "whether" it is part of what comes between whether ...or. Same is case with your problem sentence.
Having whether without or is idiomatically correct.
