Well other than the reason which I have already stated, another reason I feel for (D) being the answer is that "the question..." sounds more appropriate when it modifies the noun "assessment" and not the verb "assessing".
Hi, I had a doubt. I wanted to know when does use the infinitive form and when does one use the present participle. For instance, responsible for choosing is right and responsible to choose is the wrong usage. However, way to provide is right while way for providing is wrong usage. Could you explain this a little more elaborately. Also, the sentence "I practice guitar" is wrong while "I practise guitar" is right. As far as I understand, practice is the noun form while practise is the verb. Please correct me if am wrong here. Thanks.

Hmm... Well while answering I was stuck between (A) and (B). And now in hindsight I can understand that (B) is correct. My earlier interpretation that (B) does not maintain the tense is incorrect.
Infact (B) does maintain parallelism more than (A) does.
