Hi Dopa, I think you are going wrong.

In the 1st question where it says about demonstrably weak, here weak acts as an adjective rather a noun or an abstract noun or a verb. weak is not describing any kind of action taking place. rather it says sth about the subject. demonstrably(adverb) correctly modifies adjective "weak". so the answer is 5.

Coming to the 2nd question, wherein in the option 2 when you say past tense, past tense requires a past participle verb, unless the sentence is in simple past . Here a verb "has" is a past participle verb. Manhattan says that the past participle verb "has/have/had" has to be followed by a verb ending with "ed", "en" or "n". i.e in this case, the verb is "to develop" which is an infinitive i.e "to+verb" & infinitive comes only in the present tense, not in the past, hence the option 2 is wrong.
Also Manhattan says, "Being" is almost/always wrong on GMAT as it produces redundancy.

My take would be "4" coz here we are using "Although" which means an opposite transition. i.e something is happening to which Supreme Court is passing a law. Here the correct usage of verb "is" is correctly used.


Coming to 3rd Q.
your answer choice 4 would go wrong, because " which" is not correctly modifying the subj or say noun, in this case, "Program". Whereas option 5 "a program that can" correctly modifies the "Modernizing of Steel Mill", hence my take would be 5.
"program that can" acts as a modifying phrase and modifies the phrase "Modernizing of Steel Mill".

5th is the correct option because it prefectly modifies the phrase. do go thru Modifiers in Manhattan SC. That's my take.
