I believe that you have taken a very simple example to prove your point.
Beware !! by saying "Among the surest indications of Y is believed to be X" you are playing with idiom. If you say - "A bike is believed to be a two-wheeler" then does it mean you can you also say - "A two-wheeler is believed to be a bike". Simply not !! Reverse doesn't hold true always and idiom has to be used like that only. Though sometime it may make sense, still you can't use it like that because you can't explain every grammatical rule. They are just like that !!
Moreover, E is awkward because if you read it again you will realize that the intrusion of "on earth" distorts the meaning. It seems that earth is made up of sunspot-cycles.
