At first I though Gloria is saying that people should be given tax exempt. But after reading Roger's argument i had to go back and check Gloria's argument again.
Gloria is saying that people should be made to pay tax even if their kids are in private tution.
Roger is refuting gloria's argument by saying that school attendance is a matter not of choice, but of legal requirement, it is unfair for the government to force some parents to pay for it twice i.e pay tution fee as well as the tax.

Hi Vishal -- this is the reasoning why option C is correct
the government experts are blaming the private security firms for publicly releasing and advertising encryption algorithms which are too difficult to break. in order to weaken this conclusion either we need to provide a statement that these algorithms can be easily cracked by govt official (coders, technicians, etc.) OR we need to find a different source of these algorithms. Option C does the same for us. Rather than blaming the new priavate secrity firms, option C tells us that these algorithms are already present on popular websites.
The best way to attack a CR is to imagine a possible answer to the question asked in the question.
Like I did. when i finished reading the question the first thing i asked myself how to weaken this? before reading the answer options I jotted down two possibilities I've listed here. The latter one matched exactly with option C.

The correct answer is B but why shouldn't it be C
For a very simple reason -- option C is the reason why the author is asking for free press.. Option B is the conclusion. we need to find the conclusion and not the premise (the base on which the conclusion is based) --
See the wording -- Free press will strengthen the long-term health of the country(PREMISE). THEREFORE -- Government should open the media and release its hold on certain forms of speect (THE CONCLUSION)

I will go with option A because it doesn specify that the consumers are the business entities whose borrowings increase! if thats the case, consumers may compete with the business entities who are in need of a loan!
