1. Beijing becomes the new billionaire capital of World 

(i) Beijing became the new,'billionaire capital' as the city recorded highest number of billionaires living in it for the first time, surpassing New York. 

(ii) A total of 100 billionaires are now living in Chinese capital compared with 95 in New York. The data was released by Hurun, in its annual Global Rich List for the past five years measuring billionaires' wealth in US dollars. Hurun, tracks wealth in China. 

(iii) It further revealed that China has overtaken the US as the country with highest number of billionaires however the top 10 billionaires list is still dominated by Americans. 

2. French authorities recently sought €1.6billion of unpaid taxes from Google

(i) French Government authorities have  recently demanded that the tech giant Google, pay 1.6billion ($1.8bn; £1.3bn) of the unpaid taxes. 

(ii) This figure is a lot higher than the £130million tax the company agreed to pay UK authorities recently. 

(iii) Of late the tax arrangements of international companies have come under scanner and several have been accused of using legal methods to minimise their tax bills. 

3. China to start a fund for unemployed workers who lost jobs in massive industrial restructuring

(i) In a recent development, China is to establish a $15.3 billion fund to assist those workers who have lost jobs on account of a massive industrial restructuring undertaken by the government. 

(ii) The massive industrial restructuring was undertaken by the Chinese government in all sectors because of the economic slowdown. 

(iii) The fund is to have 100 billion Yuan ($15.3 billion) for two years and will cover training and job seeking for these workers.

4. IDBI receives SEBI's nod to raise Rs 3771 crore

(i) IDBI Bank  recently received the approval of SEBI, the market regulator to raise Rs. 3771 crore from qualified investors.

(ii) The bank is to sell some of its non-core assets and is to place equity with the largest domestic investor, Life Insurance Corporation to raise capital. LIC in all likelihood invest close to Rs.1500 crore in the bank through preferential shares.

(iii) The Deputy Managing Director of the bank, B K Batra said, "IDBI Bank has capital raising plans of Rs 6000 crore for this fiscal year. So far we have received Rs 2229 crore form the government and rebalance Rs 3771 crore would be raised from qualified investor."

5. FINO PayTech with Reliance commercial Finance to provide credit to rural poor in Maharastra and Madhya Pradesh

(i) The Payments technology company FINO PayTech tied up with Reliance Commercial Finance recently to provide credit to rural poor in the states of Maharastra and Madhya Pradesh. As per the statement by FINO PayTech, "FINO Fintech Foundation, an associate company of FINO, would source and service customers on behalf of Reliance Commercial Finance." 

(ii) So far, pilot projects have been launched in Vidarbha region in Maharastra and Bhopal, Hardha, Khandwa, Vidisha, Khargone in Madhya Pradesh wherein loans are disbursed under joint Liability Group (JLG) model. 

(iii) Reliance Commercial Finance is expected to offer small loans to women borrowers for upto 24 months, to carry out revenue generating activities.

5. Vishal Sikka's term as Infosys CEO extended 

(i) India's second largest software exporter Infosys recently rewarded Vishal Sikka with an extended term of 2 years as the Chief Executive Officer, along with a bumper raise in annual salary. 

(ii) Sikka, was rewarded for having put India's second largest software services firm back on the growth path. In a company's statement, "The Company's Nomination and Remuneration Committee (Committee) and Board recognised the outstanding initiatives taken by Dr Vishal Sikka towards restoring the company to Industry leadership, the results of which have already begun to show." 

(iii) Sikka's annual compensation now stands at $ 11 million, the break-down being $1 million in base salary, $3 million in variable pay, $2 million in restricted stock units, and another $5 million in stock options, which will be awarded on the basis of Infosys's performance in a year.

6. Udai Kumar appointed MD and CEO of Metropolitan Stock Exchange of India

(i) In a recent appointment, after receiving the approval from the markets regulator SEBI, Metropolitan Stock Exchange of India appointed Udai Kumar as its Managing Director and Chief Executive Officer. 

(ii) Kumar, is to concentrate his efforts on repositioning of the exchange and differentiated products. In October last year, following the resignation of Saurabh Sarkar, Kumar had been appointed as the interim CEO and MD. Before joining, Kumar was the MD of Metropolitan Clearing Corporation of India Limited.

(iii) Kumar, has previously worked with JM Financial, JM Morgan Stanley, Centrum Capital and Fortune Financial.He has an experience in stock exchange administration, capital markets, fund raising, restructuring and mergers and acquisition functions.

7.  World's first fast acting anti-rabies drug  set to be launched in India

(i) In a first, the fast acting anti-rabies drug is to be launched in India this year. 

(ii) The drug, 'rabies human monoclonal antibody' (RMAb) has been developed by Pune-based Serum Institute of India (SII) and US-based Mass Biologics of the University of Massachusetts Medical School. 

(iii) The drug in so far has been found safe and effective during various phases of human clinical trials spanning over nine years in India and abroad. 

(iv) The drug has been manufactured using the recombinant DNA technology. 

8.  Kanavu Variyam bags the Remi Award 2016

(i) Arun Chidambaram's the Director of Kanavu Variyam won the Remi Award at the 49th WorldFest Houston international, which is the oldest Independent Film & Video Festival in the World. 

(ii) The award will be presented from April 8 - 17, 2016. The World premier of the movie too, will be held at the world-fest. 

(iii) Apart from directing the movie and playing the lead, Arun has to his credit the record of writing the story, screenplay, dialogues and lyrics for Kanavu Variyam.

Current Affairs Update: The Complete Guide to the Zika Virus - Must know facts about the latest global threat to health


The rapid spread of Zika, an obscure mosquito-borne virus, is a major challenge for scientific researchers across the world. With thousands getting infected with the virus in Brazil, a sudden increase in newborns with microcephaly (a condition that causes the head to be abnormally small) was recently reported.


Microcephaly has extensively affected babies in Brazil's north-eastern region. Officials have reported at least 2,782 cases in 2015, as against 147 in 2014 and 167 in 2013. Till date, 40 infant deaths have been reported.


What is Zika fever?

Zika is a mosquito-borne flavivirus (family of RNA viruses majorly responsible for causing diseases in humans) and is closely related to the dengue virus.


The virus is named after the Zika forest in Uganda, Africa. It was first identified in Rhesus monkeys in 1947. In 1952, it was found in the people of Uganda and the United Republic of Tanzania. However, until last year, it was unheard of in the Americas. Outbreaks of Zika fever have been recorded in Africa, the Americas, Asia and the Pacific.


The virus is transmitted by the Aedes aegypti (responsible for diseases like dengue and chikungunya) and Aedes albopictus species of mosquitoes. As it is transmitted by the bite of an infected arthropod (used to refer to invertebrates like spider, millipedes, scorpions, etc.), the virus is also called Arbovirus.


Women affected with Zika virus (during pregnancy) give birth to babies suffering from microcephaly. Virologists who studied Zika in Brazil have collated a lot of indirect evidence between the two.


WHO reveals conclusive evidence of linking Zika virus to Microcephaly!

Microcephaly is a birth defect due to which a baby's head is smaller vis-à-vis babies of the same sex and age. Babies with microcephaly often have smaller, less-developed brains.

The condition is also linked with complications like seizures, absence of developmental abilities (development of speech, posture and walking), vision and hearing problems and intellectual disabilities.


6 Symptoms that help detect Zika fever

The common symptoms includeS

1. fever

2.rashes

3.muscle and joint pain

4.headache

5.malaise

6.conjunctivitis (redness of eyes).


Though, the incubation period (time required for symptoms to set in) for Zika virus disease is not conclusively known, it is estimated to be a few days to a week.


The rate of infection of the virus is about 1 in 5 people, of which few will develop symptoms that last for few days to a week (2 - 7 days). The mortality rate of the virus remains very low.

The virus can be found in the blood of an infected person for about a week, but in a few cases it can persist for a longer period.


How to DIAGNOSE Zika fever?

The symptoms of Zika are similar to those of dengue and chikungunya as these also spread through the same species of mosquitoes.

It is advisable to visit a healthcare provider if you have developed any symptoms after you visited an area struck with Zika.


Your doctor may advise for special blood tests to diagnose Zika or other similar viruses.


How to TREATMENT Zika Fever?

There is no medicine or vaccine yet to cure Zika completely. The treatment of symptoms is done as they appear. Also, recovery depends on the patient's immunity and effectiveness of the medical care provided.


Generally, infected people should take complete rest and increase intake of fluids. Fever and pain should be cured with analgesics (for e.g. acetaminophen).

Aspirin and other non-steroidal, anti-inflammatory drugs should be avoided.

3 Preventive measures you can take:

1. Using mosquito repellents and controlling breeding of mosquitoes is the best preventive care.

2. People infected with Zika should avoid mosquito bites for the first week of infection since it can pass to other people through the same mosquitoes.

3. Pregnant women should avoid travelling to regions with outbreak of the virus as it can spread from her to her foetus.

1. There is no vaccine or cure for Zika.

2. Very rare cases develop temporary paralysis.

3. Eighty percent of infected people do not show symptoms, but still are carriers which increases chances of others getting infected.

4. Not all mosquito repellents work. For effectiveness, one should use repellents that contain at least 25% DEET (N,N-diethyl-meta-toluamide - active ingredient in many insect repellents) or 20% Picaridin (hydroxyethyl isobutyl piperidine carboxylate).

5. The virus may spread through blood transfusion and sex.


WHO estimates that there could be 4 million cases of Zika by next year in America. Though there isn't a single case reported yet in India, poor vector control could lead to a possible outburst as per the public health officials. Poor mosquito control in most parts of India makes it more vulnerable for such diseases.

Highlights of Nepal premier's visit to India


Recently, Nepal's Prime Minister K P Sharma Oli ended his six-day maiden visit to India, during which the two nations discussed issues of mutual concern and signed agreements to improve partnership in several areas of significance.

Background:

At the invitation of the India's Prime Minister Narendra Modi, Nepal's Prime Minister K.P. Sharma Oli made his first overseas visit (19 - 24 February) after assuming charge as the country's premier in October 2015. The main aim of the visit was to enhance extant ties with India and take the bilateral relationship to new heights. To this effect, the nations signed seven key agreements, which are as follows:


Agreements signed between India and Nepal


* MoU on utilisation of India's $250 million grant for post-earthquake reconstruction: It was signed between India's External Affairs Minister Sushma Swaraj and her Nepali counterpart Kamal Thapa. It identified four sectors-housing, health, education and cultural heritage-for the utilisation of $250 million grant committed by the Indian government as a part of the assistance package for post-earthquake reconstruction in Nepal. While $100 million would be used to build 50,000 houses in 14 of the severely earthquake-affected districts, $50 million each would be used to improve the remaining three sectors in 31 other districts.


* MoU on improving roads in Nepal's Terai area: This aims to facilitate speedy completion of the remaining work on 17 roads in package 2, 3, 4, 5 and 6 of the Terai Road Phase-I project, totalling 518 kms. The construction of two roads, of a total of 87 kms, has already been completed.


* MoU to enhance cultural ties: This agreement aims to enhance relations between the two countries in the field of performing arts through exchanges of experts, exponents, dancers, scholars and intellectuals. The agreement was signed between India's Sangeet Natak Academy and the Nepal Academy of Music and Drama.


* Letters of Exchange on transit routes: India's Commerce Secretary Rita Teaotia and her Nepalese counterpart Naindra Prasad Upadhyay were the signatories for this agreement.


(a) Transit between Nepal and Bangladesh via Kakarbitta-Banglabandh corridor: This Exchange of Letters between India and Nepal will simplify modalities for traffic of goods between Nepal and Bangladesh while transiting through India, through the Kakarbhitta (Nepal) and Banglabandha (Bangladesh) corridor.


(b) Access to Visakhapatnam Port - This Exchange of Letters will provide transit facilities for Nepal through the Visakhapatnam port.


* Letters of Exchange on rail transport:

(a) Rail transport to/from Visakhapatnam - This Exchange of Letters would allow for rail transport to and from Visakhapatnam to Nepal.


(b) Rail transit facility through Singabad for Nepal's Trade with and through Bangladesh - This letter will help operationalise rail transit facility through Singabad in India for Nepal's trade with and through Bangladesh.


* Establishment of Eminent Persons Group: At the third meeting of the India-Nepal Joint Commission held in July 2014, the nations agreed to institute an Eminent Persons Group (EPG) to evaluate bilateral relations and recommend measures, including institutional frameworks to further enhance bilateral ties. The EPG has now been established with eight members (four from each country) and comprises a parliamentarian, a lawyer, an economist and a civil society activist. Nepal's EPG includes MP Rajan Bhattarai, former Finance Minister Bhek Bahadur Thapa, former chief of the Commission for the Investigation of Abuse and Authority (CIAA) Surya Nath Upadhyay and former Law Minister Nilambar Acharya. The Indian EPG includes MP Bhagat Singh Koshyari, former Sikkim University VC Mahendra Lama, DG of the Institute for Defence Studies and Analyses (IDSA) Jayant Prasad, and Senior Fellow at Vivekananda International Federation (VIF) B.C. Upreti.


* Inauguration of Muzaffarpur-Dhalkebar transmission line - The two premiers inaugurated the 400 KV Muzaffarpur-Dhalkebar transmission line. The Nepal portion of the transmission line is being implemented by its government, under an LoC of $13.5 million. With an initial charge of 132 KV, 80 MW power would immediately flow through this line. It will be increased to 200 MW in October 2016 at 220 KV, and then to 600 MW by December 2017 at 400 KV.

Highlights of the Economic Survey 2016 - 17

Introduction

On 26th February, the Union Finance Minister Arun Jaitley presented the Economic Survey 2016 -17 for the current fiscal year in the Parliament. Prepared by the Chief Economic Adviser Arvind Subramanian, it is a key government survey released before the Union Budget. The survey has projected India's growth to be in the range of 7.0% to 7.75% in 2016-17.

The key points of the economic survey can be important for the understanding and the upcoming competitive exams. Therefore, in this article, let us take a look at the highlights of the Economic Survey 2016 - 17.

Key Highlights:

         Economic Growth

  • The growth rate of the Indian economy has been estimated to be in the range of 7-7.5% in 2016-17.
  • The medium-term growth trajectory has been pegged at 7-7.5% percent.
  • The survey has emphasised that an 8% growth is possible only after two years, with continued economic reforms.

         

          Fiscal Deficit

  • Fiscal deficit refers to the difference between total revenue/income and total expenditure of the government. It indicates the total value of the government's borrowings.
  • The survey states that fiscal deficit target of 3.9% for 2015-16 is attainable. However, the government wants to adhere to the fiscal deficit target of 3.5% in 2016-17.
  • The survey points out that in 2016-17, the 7th Pay Commission recommendations and demands of the OROP scheme will pose a challenge to achieve fiscal target.

          Inflation

  • Inflation is the percentage change in the value of prices of a basket of goods and services in a year.
  • CPI inflation seen around 4.5-5% in 2016-17.
  • The RBI is expected to meet 5% inflation target by March 2017.

         Current Account Deficit

  • CAD is a measurement of country's trade when value of goods and services imported is higher than the value of goods and services exported. It includes net income, such as interest and dividends as well as foreign aid/grants.
  • Current account deficit is seen at around 1-1.5% of GDP in 2016-17.

         Agriculture sector

  • The growth in agriculture sector in 2015-16 has continued to be lower than the average of the last decade, mainly due to second successive year of lower-than-normal monsoon.
  • As per the information of the Department of Agriculture, Cooperation and Farmers Welfare for 2015-16, the production of food-grains and oil-seeds is estimated to decrease by 0.5% and 4.1% respectively, while the production of fruits and vegetables is likely to witness a marginal rise.
  • A brighter picture is expected to emerge from the allied sectors like livestock products, forestry and fisheries, with growth exceeding 5% in 2015-16, which will improve rural incomes.

         Subsidies

  • It refers to a sum of money extended through a government grant to keep the price of a commodity low.
  • The Economic Survey states that rationalisation and reprioritisation of subsidies through better targeting would be crucial role for fiscal consolidation and for targeting more expenditure towards inclusive development.
  • The total subsidy bill as a proportion of GDP is expected to be below 2% of GDP as per Budget estimates for 2015-16.
  • The 1.7% decline in majors subsidies was a result of nearly 44.7% decline in petroleum subsidy during April - December 2015, while other major subsidies-food and fertiliser -increased by 10.4% and 13.7% respectively during the period.

          Industry sector

  • Growth in the industry sector accelerated during the current year due to improved manufacturing activity.
  • The Index of Industrial Production (IIP) showed that manufacturing production grew by 3.1% during April-December 2015-16, vis-à-vis a growth of 1.8% in the corresponding period of the previous year.
  • The ongoing manufacturing recovery is supported by vigorous growth in petroleum refining, automobiles, apparels, chemicals, electrical machinery and wood products, including furniture.
  • Apart from manufacturing, other three segments of the industry sector-electricity, gas, water supply-and related utilities, mining and quarrying and construction activities are witnessing a slump in growth.

Service sector

  • The growth in service sector is moderated slightly but remains robust.
  • Being the main driver of the economy, the service sector has contributed about 69% of the total growth during 2011-12 to 2015-16. It has, therefore, expanded its share in the economy to 53% from 49%.

Other key points:

  • The Goods and Services Tax bill will mark an unprecedented reform measure.
  • The year 2015 was a landmark year for India in terms of climate change initiatives.
  • India ranks first in milk production, thereby accounting for 18.5% of the world production.
  • The emphasis is on widening tax base, increasing tax rates on property and reasonable increase in taxes from rich agriculturalists.
  • Stock markets in India are more resilient vis-à-vis its peers. India is the fastest-growing major global economy despite emerging economies affected by a slowdown.

Daily Current Affairs - 26th and 27th February 2016, Friday and Saturday


1. Railway budget 2016-17 tabled in Parliament

(i) On February 25th, the union Railway Minister Suresh Prabhu tabled the Railway Budget for 2016-17 in the Parliament. In his address Prabhu said, this Budget owes inspiration to the vision of PM Narendra Modi--- to make railways backbone of India's progress & economic development'.

(ii) There was no hike in passenger rail fare announced in this budget. In addition with the view to make the railway journeys more comfortable the Indian Railways announced to give more facilities to the passengers. 65,000 additional berths will be provided in the trains and 2500 water vending machines will be installed. The railways have developed world's first Bio-Vaccum toilet and 17,000 Bio-toilets will be provided in the trains and re-development of stations under PPP mode too has been proposed among other things.

(iii) It was also proposed to introduce 1,780 Automatic Ticket Vending Machines all over the country with mobile apps and GoIndia smartcard for cashless purchase of UTS and PRS tickets. The capacity of e-ticketing system will be enhanced from 2,000 tickets per minute to 7,200 tickets per minute to support 1, 20,000 users as against 40,000 earlier. 400 more stations will be provided with Wi Fi facilities.

 (iv) The core objective as mentioned by Prabhu was to make Indian Railways the engine of employment generation, economic growth at national level and improve the quality of services.

2. Economic Survey 2016-17 tabled ahead of annual budget

(i) On February 26, Union Finance Minister Arun Jaitley tabled the Economic Survey for the Financial Year 2016-17 in Parliament ahead of the annual budget. The economic survey includes the analysis of economic condition in various sectors and reform programs in the past 12 months, and also presents projections for 2016-17.

(ii) The economic survey has projected the growth rate of Indian economy to be 7- 7.75% in the current financial year while inflation will remain between 4.5 to 5%. In long term the government has projected the growth momentum to be 8% and above provided economic reforms continue.

(iii) The survey called for further momentum for economic reforms, subsidy cuts and fiscal consolidation. Overall, survey presented an optimistic picture of Indian economy stating that amidst the gloomy landscape of global slow down, India stands as a haven of stability and an outpost of opportunity.

3. Indian sport-stars lead Forbes list of promising young under 30

(i) As per the recently released Forbes' inaugural list of top "promising young leaders and game changers" under the age of 30 in Asia, Indian sportsperson lead the pack of 56 Indians on the list.

(ii) Tennis star Sania Mirza, Indian Batsman Virat Kohli and top-seeded badminton player Saina Nehwal are among the few who have made it to the list.

(iii) The Forbes list includes 300 young inspiring and charismatic leaders from countries including India, Indonesia, China, Hong Kong, Singapore, Japan, Pakistan, Vietnam and Australia, who are contributing to their industries in a significant way various fields such as media, retail, industry, consumer technology, enterprise technology, arts, healthcare and science, et al.

(iv)Other prominent Indian personalities who figured on the list included Bollywood actress Shraddha Kapoor, Arunima Sinha, the first female and first Indian amputee to climb Mt Everest in 2013, Chaitanya Tamhane, the writer and director of the critically acclaimed movie 'Court'. In the retail and e-commerce category, Raghav Verma, the co-founder of Indian tea chain 'Chaayos' with IIT-Mumbai alumnus Nitin Saluja.

4. President to declare Kerala as the first digital state

(i) On February 27, President Pranab Mukherjee declared Kerala as the first digital state of the country thereby adding another feather in the cap of the southern state.

(ii) Kerala was declared the first digital state on account of its high e-literacy rate and mobile penetration (32 m connections). It is also the first to complete the national optic fiber network project which helps to provide high-speed internet in all gram panchayats and remote areas.

(iii) Owning to these developments many key government offices are soon to switch to paperless operations. More than 3000 offices in the state, including motor vehicles and land registration departments, have achieved this feat.

(iv) In addition, President is also expected to launch a digital empowerment campaign aimed at bridging the digital divide by 2020.

5. India's largest lender SBI to raise Rs. 15,000 crore 

(i) As per the recent development, India's largest lender State Bank of India (SBI) got the approval of share-holders to raise Rs.15,000 crore by public issue or overseas issuance of shares.

(ii) In January 2016, SBI had expressed about its plans to raise this sum of Rs.15000 crore by March 2017. Following the general meeting recently, it was decided to raise the said amount.

(iii) As per the bank's BSE filing, "The money can be raised by either of the ways including public issue, rights issue or private placement, such as qualified institutional placement (QIP) or Global Depository Receipt or American Depository Receipt or any another mode or a combination, as may be decided by the Board."

(iv)The money raised is to help SBI meet global risk norms under Basel III, which the banks needs to be fully compliant with by March 2019.

6. Vijay Mallya steps down as Chairman of USL

(i) Vijay Mallya, chairman of the UB Group has stepped down as non-executive chairman of United Spirits Ltd., controlled by Diageo Plc recently.

(ii) The deal to this effect was struck between Mallya and UK firm Diageo which agreed to drop all charges of irregularities against him, and pay him $75 million over five years in return asking him to step down.

(iii)This development, finally put an end to year-long boardroom battle and speculations which found Mallya guilty impropriety and violation in the company. Mahendra K Sharma, an independent Director is expected to replace Vijay Mallya as the Chairman of USL.

7. Gianni Infantino elected Fifa's president

(i) In a recent development, Switzerland's Gianni Infantino succeeded countryman Sepp Blatter as the president of the World football governing body --- FIFA.

(ii) As per reports, Infantino polled 115 votes, 27 more than closest rival Sheikh Salman bin Ebrahim al-Khalifa, who received second highest votes. Prince Ali bin al-Hussein (four votes) and Jerome Champagne (0) were third and fourth respectively.

(iii) Infantino is a 45 year old lawyer from Brig, in the Valais region of Switzerland. He will succeed Blatter, who led Fifa since 1998 but stood down last year and subsequently suspended from football for six years for breaching ethics guidelines.

Also the expert committee for recruitments to group B non- gazetted posts recommended age limit to be fixed at 30years back in 2006 itself. The matter is in DOPT for last many years buts no progress has been made so far. Railway Budget for the fiscal year 2016-17 has been presented by Union Minister of Railways Suresh Prabhu On 25th February 2016.

Highlights of Railway Budget:

  • No hike in passenger fares.
  • Action has been initiated on 139 budget announcements made last year.
  • Eliminate all unmanned level crossings by 2020.
  • Swacch Bharat: 17000 biotoilets and additional toilets in 475 stations before the close of this financial year.
  • Increased quota for senior citizens and women travellers this year.
  • Wifi at 100 stations this year and 400 stations next year.
  • Enhanced capacity of e-ticketing system from 2,000 tickets/min to 7,200/min. Supporting 1.2 lakh concurrent users now, as opposed to 40,000 earlier.
  • All major stations to be brought under CCTV surveillance in a phased manner.
  • Deen Dayal coaches for long distance trains for unreserved passengers. These coaches will include potable water and higher number of mobile charging points.
  • IRCTC to manage catering service in phased manner. Local cuisine of choice will be made available to passengers.
  • Cleaning of toilets by requests through SMS.
  • Children's menu, baby foods, baby boards to be made available for travelling mothers.
  • GPS-based digital display in coaches for showing upcoming stations.
  • Will open cancellation facility through 139 helpline number.
  • Introduce bar-coded tickets on pilot basis to tackle menace of ticketless travel.

For Unreserved Passenger:

  • Antyodaya Express - A long-distance, fully unreserved, superfast train service to be operated on dense routes.
  • Two to four Deen Dayalu coaches will be introduced in some long distance trains for unreserved travel to enhance our carrying capacity for the masses.

For the reserved passenger - Humsafar, Tejas and UDAY:

  • Humsafar - Fully air-conditioned third AC service with an optional service for meals.
  • Tejas - Will showcase the future of train travel in India by operating at speeds of 130 kmph and above, it will offer onboard services such as entertainment, local cuisine, Wi-Fi, etc.
  • UDAY - Utkrisht DoubleDecker Air-conditioned Yatri (UDAY) Express on the busiest routes, expected to increase carrying capacity by almost 40%.

Oscars 2016: Leonardo DiCaprio wins his first Academy Award 

The who's who of international cinema took their hats off for some of the best films of 2015 at the 88th Academy Awards which was conducted by the Academy of Motion Picture Arts and Sciences (AMPAS). 

The Oscar, as the award is commonly known as, was presented across 24 categories. The award ceremony was hosted by actor and comedian Chris Rock, who had earlier hosted the 77th Academy Awards in 2005.

Given below is a list of this year's winners across categories: 

General Facts:

1. 'The Revenant' received a total of 12 nominations, the highest number this year. With 10 nominations across categories, 'Mad Max: Fury Road' was placed second in this respect.  

2. This is the second consecutive year that a film directed by Mexican director Alejandro G. Iárritu received the most number of nominations. 

3. With six awards across categories, 'Mad Max: Fury Road' became the film that bagged the most number of Oscars this year. 

4. Spike Lee and Gena Rowlands received the Academy's Honorary Awards. Also, the Jean Hersholt Humanitarian Award was conferred on Debbie Reynolds.

5. Indo-British director Asif Kapadia's documentary called 'Amy' on late singer Amy Winehouse received the Oscar in the Best Documentary - Feature category.

6. The documentary 'A Girl in the River: The Price of Forgiveness' received the Oscar in the Best Documentary - Short Subject category. Directed by Pakistani journalist Sharmeen Obaid-Chinoy, the film talks about honour killings in Pakistan.

7. India sent Marathi film 'Court' (directed by Chaitanya Tamhane) in the Best Foreign Film category. However, the film was not nominated. Earlier, it had received many accolades, including the Best Feature Film title in 62nd National Film awards.

Highlights & Key Features of Union Budget for 2016-17 

The Union Finance Minister Arun Jaitley presented his third budget along with the Finance Bill today. With billions of rupees allocated for farmers and the poor, the 2016-17 budget aims to boost the rural economy.

Key achievements of the Indian economy in 2015-16:

The Indian economy's most notable achievement in 2015-16 is that despite the global economic crisis, which immensely slowed down global growth, the Indian economy has accelerated from 6.3 to 7.6% in 2015-16. The CPI inflation has reduced from 9.4% to 5.4% during FY15. Hence, the 2016-17 Budget has been formulated to sustain the growth trajectory.

Mission 'Transform India'

Finance Minister Jaitley declared that the NDA government's agenda is to 'Transform India' by increasing expenditure in the farm and rural sectors, the social sector, the infrastructure sector and infuse funds into PSBs in order to alleviate the pressure due to mounting NPAs. He also promised to effect several including legislative, transportation, banking and financial reforms.

The Transform India mission includes the following nine categories:

1.    AGRICULTURE & FARMER'S WELFARE

a)    Total allocation for agriculture and farmers' welfare is Rs.35,984 crore. The government will strive to double the income of farmers by 2022.

b)    A total of 28.5 lakh hectares will be brought under irrigation under the 'Pradhan Mantri Krishi Sinchai Yojana'

c)    Implementation of 89 irrigation projects under AIBP will be fast-tracked and a dedicated Long Term Irrigation Fund will be created in NABARD.

d)    Rs.60,000 crore for groundwater recharging to enable water conservation in drought-hit areas.  

e)    Implementation of 'Parmparagat Krishi Vikas Yojana' and 'Organic Value Chain Development in North-East Region' in order to promote organic farming.

f)     A sum of Rs.19,000 crore will be allocated under the Pradhan Mantri Gram Sadak Yojana to connect the remaining 65,000 eligible habitations by laying 2.23 lakh kms of roads by 2019.

g)    To reduce the burden of loan repayment on farmers; a provision of Rs.15,000 crore towards interest subvention.

h)    Under the Pradhan Mantri Fasal Bima Yojana Rs.5,500 crore has been allocated.

2. RURAL SECTOR:

a)    For overall rural development Rs.87,765 crore has been allocated. 

b)    As per the recommendations of the 14th Finance Commission, Rs.2.87 lakh crore will be given to Gram Panchayats and municipalities.

c)    Under the Shyama Prasad Mukherjee Rurban Mission, 300 Rurban clusters will be developed.

d)    A new Digital Literacy Mission Scheme for rural India will cover around 6 crore additional households within the next 3 years. 

e)    New scheme called Rashtriya Gram Swaraj Abhiyan has been proposed with an allocation of Rs.655 crore to enable Panchayats to gain governance abilities.

3. SOCIAL SECTOR: 

a)    Allocation for social sector, including education and health care is Rs.1,51,581 crore. 

b)    Rs.2,000 crore allocated for initial cost of providing LPG connections to BPL families. 

c)    New health protection scheme will provide health cover up to Rs.1 lakh per family.

d)    A total of 3,000 stores for generic drugs will be established under the Prime Minister's Jan Aushadhi Yojana.

e)    Stand Up India Scheme to benefit at least 2.5 lakh entrepreneurs. 

f)     For the Swachch Bharaat Abhiyan, Rs.9000 crore has been provided.

g)    A sum of Rs.38,500 crore allocated for MGNREGS.

4. EDUCATION AND JOB CREATION: 

a)    A total of 62 Navodaya Vidyalayas will be opened.

b)    Higher Education Financing Agency to be established with an initial capital base of Rs.1000 crore.

c)    Digital Depository for School Leaving Certificates, College Degrees, Academic Awards and Mark sheets to be set-up.

d)    Rs.1804 crore will be allocated for skill development.

e)    Provision of Rs.1,700 crore to set up 1500 Multi Skill Training Institutes.

f)     National Board for Skill Development Certification to be setup through Massive Open Online Courses.

g)    The government will pay the Employee Pension Scheme contribution of 8.33% for of all new employees enrolling in EPFO for the first three years of their employment.

5. INFRASTRUCTURE AND INVESTMENT 

a)    Total outlay for infrastructure in the budget is Rs.2,21,246 crore.

b)    Including the Pradhan Mantri Gram Sadak Yojana (for which the total investment is Rs.27,000 crore), the total investment in the road sector will be Rs.97,000 crore. A sum of Rs.55,000 crore has been allocated for roads and highways.

c)    The government is likely to approve 10,000 kms of national highways (NHs) this year and 50,000 kms of state highways will be converted to NHs.

d)    The government plans to develop new greenfield ports in the eastern and western coasts of India.

e)    The Motor Vehicles Act will be amended.

f)     Action plan for revival of unserved and underserved airports to be drawn up in collaboration with state governments.

g)    Reforms in FDI policy in the areas of Insurance and Pension, Asset Reconstruction Companies, Stock Exchanges.

h)    100% FDI to be allowed in marketing of food products manufactured in India. 

i)     Steps to revitalise the PPP model: 

●     Public Utility (Resolution of Disputes) Bill will be introduced this fiscal year.

●     Guidelines for renegotiation of PPP Concession Agreements will be issued.

●     New credit rating system for infrastructure projects to be introduced.

6. ENERGY

a)    A plan to increase gas production from deep-water, ultra deep-water and high pressure-high temperature areas.

b)    Comprehensive plan to be formulated for implementation in the next 15-20 years in order to enhance investment in nuclear power generation.

c)    Budgetary allocation for nuclear power generation is Rs.3,000 crore per annum.

7. FINANCIAL SECTOR REFORMS 

a)    A comprehensive 'Code on Resolution of Financial Firms' to be introduced providing a resolution mechanism to tackle bankruptcy across financial institutions. 

b)    The RBI Act of 1934 will be amended to create a statutory basis for a Monetary Policy Framework and a Monetary Policy Committee through the Finance Bill 2016. 

c)    The SARFAESI Act of 2002 will be amended. The SEBI Act of 1992 will also be amended to increase members and benches of the Securities Appellate Tribunal.

d)    A total of Rs.25,000 crore will be infused in PSBs. 

e)    Target amount sanctioned under Pradhan Mantri Mudra Yojana increased to Rs. 1,80,000 crore.

f)     General Insurance companies will be listed in the stock exchange.

8. GOVERNANCE AND EASE OF DOING BUSINESS 

a)    A Task Force has been constituted for rationalisation of human resources in various Ministries. 

b)    The government will introduce a bill for Targeted Delivery of Financial and Other Subsidies, Benefits and Services by using the Aadhar framework.

c)    Automation facilities will be provided in 3 lakh fair price shops by March 2017.

d)    Amendments in the Companies Act of 2013 to improve enabling environment for start-ups. 

e)    Price Stabilisation Fund with a corpus of Rs.900 crore will be instituted to help maintain stable prices of essential commodities like pulses. 

f)     "Ek Bharat Shreshtha Bharat" programme will be launched to bring together states and districts in an annual programme that will connect people through exchange of language, trade, culture, travel and tourism.

9. FISCAL DISCIPLINE 

a)    Fiscal deficit in RE 2015-16 and BE (budget estimates) 2016-17 have been retained at 3.9% and 3.5% of GDP respectively. 

b)    Revenue deficit target has improved from 2.8% to 2.5% in RE 2015-16.  

c)    Total expenditure of the Budget has been projected at Rs.19.78 lakh crore.

d)    Additional funds will be mobilised by NHAI, PFC, REC, IREDA, NABARD and Inland Water Authority through bonds. 

e)    Plan and Non-Plan classification of public expenditure will be done away with from 2017-18. 

f)     The government has restructured over 1500 Central Plan Schemes into about 300 Central Sector and 30 Centrally Sponsored Schemes. 

g)    A committee will be set up to review implementation of the FRBM Act as the global economy is presently marked by uncertainty.

TAX PROPOSALS: I-T slabs unchanged

The major focus of this year's tax proposals fell under nine categories, including providing relief to small tax payers, incentivising domestic value addition to help Make in India, using technology to create accountability, among others. Let us now look at the important points as regards taxation plans for 2016-17:

 -No changes have been made to existing income tax slabs

-Infrastructure and agriculture cess to be levied. 0.5 per cent Krishi Kalyan Cess to be levied on all services.

Pollution cess of 1% to be levied on small petrol, LPG and CNG cars; 2.5% on diesel cars of certain specifications and 4% on premium model cars.

- Tax rebate for those earning less than Rs.5 lakh per annum has been increased from Rs.2000 to Rs.5000.

- For those who do not own a house, the limit of deduction of rent paid has been increased to Rs.60,000 per annum. 

-  The tax surcharge for individuals with over Rs.1 crore income per annum has been raised from 12 to 15% percent.

- Necessary changes will be made in customs and excise duty rates to give impetus to the 'Make in India' programme.

- Companies with a revenue below Rs.5 crore will be taxed at 29% plus surcharge.

- Exemption of Rs.50,000 for housing loans up to Rs.35 lakh, so long as cost of house is not above Rs.50 lakh.

- No service tax will be imposed on construction of affordable houses up to 60 sq. m. under state and Central housing schemes.

- A total of 13 cess imposed by various ministries amounting to a revenue collection of less than Rs.50 crore will be phased out.

- Customs Act to provide for deferred payment of customs duties for importers and exporters with proven track record.

- Free baggage allowance will be increased for international passengers. Filing of baggage will be mandatory only for those carrying dutiable goods.

- 'e-Sahyog' to be expanded to reduce compliance cost, especially for small taxpayers.

Overall impact of the 2016-17 budget

The key feature of this year's budget is the relief granted to small taxpayers and small investors. Though, the government has not changed the existing income tax slabs, the budget endeavours to achieve the Housing for All vision by providing ample exemptions on housing loan interest rates. Taxes levied on luxury products like car, jewellery, and cigarettes have been hiked. Government has allocated a lot of funds to develop India's rural economy. Hence, we can conclude that the nature of the 2016-17 budget is mainly pro-poor. It is viewed by experts as a good attempt to strengthen the rural and agriculture sector, which form the base of Indian economy.

This government is just creating hypes and is good for nothing . we thought reforms would be done against corruption and to cater the economic condition but the government failed in every aspect except on foreign tours they did quite well.

 They are just running to achieve better stats either by hook or crook they are dis-investing money now IDBI is on the list.

They just enjoy the environment because they didnt have any strong leader in opposition to condemn their policies . see wherever people get option they choose the other one not BJP whether it be case of Delhi or Bihar.

Compare prices of wheat from 1970 it was 760 rs a quintal and now its 1460 approx but salaries of people in various sector have increased by 300% approx that is the reason why farmer is committing suicides . no irrigation schemes just money  fed on names of scheme no efficiency no better method to stop corruption . even no fixed better pricing mechanism because increasing prices of wheat would cause the statistics of consumer inflation high thus it will be a position of loss to government so it is controlled and icing on cake is done by their absurd statement to say that committing suicide is fashion .

I don't know now anything but i know people gave their lives that is not a fashion . living in air condition bunglow and travelling in suv will not let you feel a persons misery when there is nothing to eat in kitchen and even hard chilling floor in winters and weak monsoon shows even nature is against the  person who gives us wheat to Eat.
