Puys, need a doubt cleared.
I have a Dell Inspiron 15R laptop. The specification says 500 GB, but when I total my disks, I get only 450 GB. Why is this, and should I ask for professional help for this?

That's the correct amount of disk space which you've got.
All of the hard drive manufacturers use this particular standard notations(this goes even with pendrives,cd's, dvd's memory card... actually every data storage device.)
Calculation goes like this :
1KB = 1024 bytes (real conversion values)
1MB = 1024 KB (real conversion values)
but what manufacturers use:
1KB= 1000 bytes
1MB= 1000 KB
So,everything is clear from here.
500 GB X 1000 = 500,000 MB
500,000 MB X 1000= 500,000,000 KB
500,000,000 KB X 1000 = 500,000,000,000 Bytes (this is what u get from manufacturer)
Now our Windows OS(every OS may be its linux, unix,windows, mac etc) actually use real conversion values.
So,
500,000,000,000 bytes / (1024 X 1024 X 1024)= ~ 465 GB
This makes everything clear.
Try this calculation with any other data storage product (memory card, pen drive etc), you will get my point.
