The logic for subtracting 4*9C2 was that the outermost four boundary lines can never be diagonals of any polygon we can make from the 81 points.
Now each line has 9 points and no. of line segments from these 9 points are 9C2
so for 4 lines, total number of line segments are 4*9C2.
And for the number of squares in the chess board, they are 1+2^2 +3^2 +4^2 +...+8^2 =204
