25 <=N <100. In first round every even number <=N will be eliminated. If N is a even number and has prime factor only 2 then number 25 never can win as 1 will be always counted as 1 and will eventually win. If N is odd then any possition will take alternatively even and odd possition. hence 25 can not win.
