I am adding my understanding on your solution and also have put a question below for you.

1)
why 175 ?i believe if charlie scores 175 then he is basically crossing aggregate cut-off for college 3 (171) and touching aggregate cut-off for college 2(175) .....so he can get into college 2 and college 3 peacefully . but we need to be sure that he maintains sectional cut-off for these colleges
as he scores 175,even if he clears all cutoffs in other colleges,he will be denied admission due to non fulfillment of the overall cutoff criteria.
2)
How do you get this distribution ? can you please explain this part ? we already have seen that he should get aggregate score of 175 to get into college 2 and college 3 . i understand 175 =50+50+50+25 ......but did you go by options or you got this distribution some other way ? because there could have been other distribution as well .....is not it ?
the blank spaces given are not meant to be filled.there are no cutoffs mentioned.so,i assumed that, the cutoff for these colleges is 0.
so,to minimize 1 score,i have to maximize the other three.
hence the 50,50,50,25 part.they have asked for the minimum value for 1 subject, without any other conditions applying.so,i thought on those lines.
hope that helps
