This way, save for the 20th, all the 19 prisoners will be saved. (I know, I know, this approach is dumb. but anything to save the lives of 9 ppl)

Both these approaches are there but there don't save the max. no. of people There is sure to be a death rate of 50%

in the second approach, 19 prisoners can be saved.
let the last person say the color of the hat of the person in front of him.
Now 19 knows the color. If he speaks the color aloud(or in any peculiar manner), then its a signal that the person in front has the same colored hat, otherwise the person in front has to say the opposite color. Same way for all the remaining 18.
Thus 19 prisoners can be saved. (the approach is dumb to say the least)

Nahi yaar! Aisa nahi ho sakta!! Read the quoted statement of the problem-

"you will not be allowed to look back or communicate together in any way (talking, touching.....)"

Since your method does this they'll all be executed!! Remember the king is a sadistic lunatic...
