The author has really gone nuts! Did anyone actually read that? He is saying that if a set of DI carries 10 marks out of 50 marks of the DI section then you should spend not more than 10/50 * 50, i.e. 10 mins for this set!
In that way you would end up attempting 50 marks in 50 mins! And you easily get the related follies of such an approach.
