consider 9000000000, where are you representing the number of 9's in the number
the same is the case with other number too

hope this is clear

but in the case of 6210001000

from left

1st digit - gives number of 0s - 6
2nd gigit - gives number of 1s -2
3rd digit - gives number of 2s -1
4th digit - gives number of 3s -0
5th digit - gives number of 4s -0
6th digit - gives number of 5s -0
7th digit - gives number of 6s -1
8th digit - gives number of 7s -0
