consider 9000000000, where are you representing the number of 9's in the number

8100000000 ninth digit from left does not represent number of 8s
9000000000 tenth from left does not represent number of 9s

from left

1st digit - gives number of 0s - 6
2nd gigit - gives number of 1s -2
3rd digit - gives number of 2s -1
4th digit - gives number of 3s -0
5th digit - gives number of 4s -0
6th digit - gives number of 5s -0
