Yea, i also think the answer shall be NEpal
Am mot too sure whether democracy is in place in Bhutan or not and moreover, Nepal switched to democracy around that time only

SNAP people have gone mad.
Line number 9 and 11 in the first page clearly contradicts each other.

At one of the centre, papers were taken back. However students went again to get there paper as per line no 11.
