its AICTE rule that colleges have to refund the whole minus Rs.1000 if the candidate cancels before commencement of classes.....

Formals are not compulsory. Jeans and Tshirts can be worn for lectures. For boys - 1 Blazer, 1Tie, Formal Shirts , 2 Formal Pants, 2 SCIT Tshirts, 1 Track Pant and 1 SCIT Jacket. Girls - 1 Saree, 1 Blazer, 2 Formal shirts and pants, 2 SCIT Tshirts, 1 Track pant and 1 SCIT jacket will be provided. All these are included in the fees and will be stitched as per the measurments take by the Tailor when you come here. For laptops - The college does not arrange for any dealer to come. It is all arranged by the students through their own contacts. However Laptop dealers do know the demand during the start of the year and provide appropriate discounts. You can however avail a similar discount even at your nearby laptop dealer and hence could buy a laptop before you come here.
