You may apply for IIT K, R, M. However you may seek advice from the individual college admissions thread. However, to be honest, the rank is on the negative side but u may take ur chances.

Category: General Person with Physical Disability: No Section 1 Marks: 9 Section 2 Marks: 20.75 Section 3 Marks: 6.75 Section 4 Marks: 8.75 Total Marks: 45.25 All India Rank: 3455
I did mechanical from Delhi Coll of engg, work ex of about 2.5+ yrs ( 21 mnths as software engg at Cognizant and then 7 mnths self employed as manufacturer and exporter)
please tell me where should i apply and what r my chances

You may have slight chance of getting a call from IIT R but again do get it confirmed on there thread.

sectional division is as follows:
section1 - 14.5
section2 - 13.25
section3 - 8
section4 - 10
rank------>3246

plzz suggest wat should i expect out of my score and in which institutes i should apply keeping in mind my rank.....????

You stand a fair chance of getting a call. Last year IIT D gave calls till rank 393. I would suggest that you get this confirmed on the Doms IIT D thread. The thread is located here
