i dont know abt st category but certainl the cutoff will be lower than sc category with ur rank i think iitr, kgp, kanpur and iisc will be options again i dont know anyways just try

acc to this year placements i think iit chennai is a very good the rank according to me will be iit m, k and r

iisc bangalore is a very good institue 20 seats are there so competition will be tough

i think so coz with this rank definitely iit b and d is not on the list give it a try and hope for the best
