3. Double MBA. well it depends entirely on you. They would, but obviously, ask you why you want to do an MBA again. And you need to have your reasons ready. As of now, you don't have any reason with you as you have not even started to realize the value or pitfalls of the current MBA program.
4. When you say a good b-school, I assume you are targetting the top 30-45. The top 20 will not even let you go close as the average work-ex is around 5-6 years. The same story is true for others as well, but yes, these colleges do take fresh graduates sometimes but they have to be exceptional. A GMAT of 700+ does not add value anywhere since on an average every Indian has a score in or somewhere close to that range. The idea is to think what qualities that you have, that sets you apart from the rest.

First congrats on getting a 700+ consistently throughout the mocks. I am tryin in vain to achieve the same but with little success...
About your questions, I see a lot of fluctuation in your thoughts. A PhD and an MBA are two different things and take you in 2 different directions. If you want to work as a Professor, go in for a PhD. In case you want to work in the business domain or consultancy or the likes, go in for the MBA.
Having said that here are the answers to your questions :
1. Which colleges: Depends which country you would want to do it from. Whereever you go, the top colleges do not admit freshers. You need to have around 3.5+ years work-ex to apply to them.
2. Apply latest?? wrong question. Correct question is apply earliest.. give yourself a good 3-4 years and then go for it. These programs require you to have work-ex before getting in there.

Am willin to do a PhD in econometrics from US(am presently workin on the thesis)
Also am open wid the idea of doin 1 year MBA or a specailised MBA course.....
The problem is that I dun have ne work-ex......Hav graduated as an engineer in jun 2008 wid a GPA of 3.16 on a 4 point scale..........................
So pls guide on the following issues....
1) Which colleges/schools fit into my above stated facts?
2)What are the chances and when should I apply latest????
3)Is doin double MBA really worth it??

Hi......I am doin MBA from a reputed college(2008-10 batch) .....happen to find ur profile from one of the thread related to my dilemma......Am plannin to study ater my MBA.....
But b4 tat a brief about me......CAT'07-98.5 %ile.....
National level chess player...and decent acads as wellas extra curricular activities..
Am plannin to give GMAT in jun'09.....scoring well in mocks(arnd 740-750 in most and 700+ in all tests).....
am in 2008-10 batch.....so have a year to complete my MBA....wil be completing it i march-2010....Am gonna do my specailization in Mktg & IB
so am planning to apply for aug-sept 2010.
