If the candidate is allotted college from the first 5 choices he has put in the option form then he/she is not eligible for the next CAP round.

So if you are allotted college which is 6th choice in your option form then you can participate in the CAP round 2 provided you do not report to college (allotted in CAP round 1) for admission.

Similarly if the college is 5th choice or less then you are not eligible for the next round whether or not you report to the college.
