Ashish your understanding is correct....i'll answer it in parts :-
1) You get selected in say 6th college onwards then you can take the seat or leave it.
2) You leave that seat because you want to go with a better college based on the cut off of that college that you see on the dte website.
3) You would not be able to take that seat again unless on merit if you leave that seat during cap round 1
4) Yes you take a big risk if you leave that seat and go for the next round and you never know how many seats would be left.
I would just say "A bird in hand is worth two in the bush!!!"
