No problem gal ! The warmth wont be any lesser when you join.. 
On suggestions as to where you should put up, I guess you wont be very comfortable in the govt. girls hostel. In fact, I personally feel that they are monumentally uninhabitable.  Indrapuri, that is the area around the university has some very good girls' hostels and PGs. And they charge you very moderately. Further, I'll PM you my contact number if you want. I'll tell you some more details over a call.
You need to carry your fee receipt only. It would work as the proof you're talking about. Rest i guess, carry the receipt/document they gave to you after counselling, just in case.
And NO ! no dress code ! .. We're not in undergrad anymore ..
