i would advice you to go through the thread before asking the same question..anyways i will repeat it..
after attending the GD/PI a candidate's status will be
a) Selected
b) waiting list
c) On hold
Selected - Congrats !! you are given an admit!!
waiting list has higher priority over hold candidates and means that you have a better chance of getting an admit over a hold candidate.
the process is like this..
some candidates who are selected might not accept as they might have other options or might have to pull out due to personal reasons. in that case the priority next goes to wait list candidates . after the wait list is exhausted and still some seats need to be filled then the hold candidates get a chance.

to put it mathematically
Probability ( waitlist candidate getting a final admit) > Probability ( Hold candidate getting a final admit)....
its just a system to sort candidates by performance in their GD/PI..
