1. A general guidance is that if you are ready to apply in R1, you should not wait for R2. Do it in R1.
2. You can give GMAT till 15 Sep, choose ISB as one of the schools that will receive your scores. Mention your GMAT score in the online application and you should be ok. ISB needs to receive the scores from GMAT but they are flexible on the dates as long as you give the GMAT before 15 Sep.
3. I think that you would still be considered as an Indian applicant as you are an Indian passport holder.
