The section was there in the original form also. But if you have missed out any aspect of your application to highlight in the first form or you think you can provide any additional information which probably worked for someone and not worked for you in your earlier interviews, you can use it for that. Just a suggestion.
In my case, there were certain things that I now feel I should have highlighted in this space but didn't. The problem is that the application form is very rudimentary and that is why you have to use it very effectively. Just my 2 cents.
