does that mean I need to write the CAT? or can I just apply using my GMAT score?
Any feedback is appreciated..

Till I believe, you are supposed to write CAT if you are India at the time of exam. Also, the condition for applying through GMAT vary with institute. For example, in IIML you require 18 months min. outside stay to apply under overseas cateogry,.
