Welcome to PG.. Since u r only 7 posts old coupla points to note:
1) Before posting anything look around the other threads.. U might just find the answers too your queries without even asking for it..
2) Try n post your query in the correct thread.. In that way u save your time and the chances of getting a quicker as well as correct response are way higer.. Your query sud have gone to the "B-Skool assistance desk"..

Now to answer your query
the following are the rough stages in an application process:
1) Take your GMAT (This stage can be shifted to other ranks depending on your preference- but having a GMAT score in hand is a great way to begin)
2) Shortlist schools as per score, budget, your personal choice, blah, blah, blah..
3) Write your application essay/ SOP's.. This stage takes the longest and you sud give ur max to this stage.. a good gmat score always helps your case but might now necessarily get u a call.. a good essay most often than not will surely get u an interview call..
4) Wait for the school's response.. Depending on the school's admission process you will either get an inetrview call/ rejection (i hope not) or a direct admission.. In 99.99999% cases itll be an interview call.. I cant recall any school I know that gives u a direct admission (MBS does i think)
5) INTERVIEW..
6) Wait for results..
7) Hopefully if u get a postive response, and may be more than one positive response, then u get to select which school u wanna go to.. and then begins another process of arranging finances, visa, etc etc etc..
To answer your 2nd question.. there is no fixed BEST time to apply, but yes, a GMAT in around the month of August-September gives u ample time to apply in the first round of most B skools, and in the 2nd round of a few others (which sud be ur target as the chances of an admit are higher in the 1st round).. Also taking GMAT during this time gives u a scope of retaking ur GMAT, and still making it to the 2nd deadline in worst case scenarios, just in case u bungle the first GMAT..
