Your verbal score is indeed low. If you felt that you were doing well in the Verbal section and ended up with a score of 28, then that's not good news. Did you have enough test practice going into the test? How was accuracy with the OG and the 1000sc questions? Also, please post your GMATprep scores.
You will have to wait another month before you take the GMAT. If you feel that your poor verbal performance was a one-off case, then you should definitely re-take the exam.

Please help me with some more queries.

1. Do i need to do OG11 as well . Or its just that you did it because u had done before.Does it has some good questions that are not there in OG12

2. R Power Prep tests also good and mandatory to be done?

3. Verbal review i have one doc. I dont know which edition is it.

4. GMAT club also has tests? How to get access to them

My GMAT Prep scores are:-

1. GMAT prep1(630) - i gave long back

2. GMAT prep1(670 - 50/30) Last week.

I did not do 1000SC. In OG12 i had medium accuracy on SC questions.

Please suggest me what all i need to do because your list looks to big. I think i have low accuracy in all three sections(RC,CR,SC) . One more thing I have a bit low speed.In my practice tests i never completed 4TH RC , that was always a guess(same thing in actual GMAT as well)

1. You dont need to do OG11 if you have the OG12. I did the OG11 during the initial stages of my prep. OG12 had not come out by then. OG12 and OG11 have a lot of common questions.
2. PowerPrep tests are avoidable at this stage in your preparation. They are good when you are starting up. Instead try retaking the GMATprep tests. They are good enough to be taken 2-3 times. Also, look for an older version of the GMATprep software.
3. Whichever edition you have is sufficient. It will give you 300 new questions (other than the OGs)
4. You dont need the GMATclub tests 'cos your Quants is already very good.

Don't waste your time doing new material. You need to figure out why you didnt do well in your verbal first. If it was practice, then I would strongly suggest you redo OG12 and possibly even do the OG10. You need to review the explanations for each and every question. I redid the OGs multiple times and everytime I learned something new.
What were your GMATprep scores, before the GMAT, like?

your GMATprep scores dont look too encouraging. And if by medium level accuracy you mean 60-70%, then thats not good either.

I think you need to work on your basics in Grammar and diction first. Go thru' the Manhattan SC guide thoroughly a coupla more times and redo OG12 and see if your accuracy improves. Do the verbal review and OG10 for additional questions. And stay way from 1000SC for now.

The only way to improve RC and CR is thru' more and more practice. With enough practice, you will get a hang of the CR questions and your accuracy will definitely improve. For RC, start reading quality newspaper editorials and articles apart from regular RC practice. You could try practicing from 1000RC.

It doesn't make sense in retaking the GMAT unless you substantially improve your performance in verbal.

NO.
That's impossible.
Most of the questions in these sets are already there in the OGs and other GMAC material.
