I think you should give a second shot @ GMAT. There is a waiting period of 31 days, which is sufficient to get from 680 to 720 levels. During this period your primary focus would be the essays and application, alongside prepare for GMAT. I am saying this because you already have the base for a decent score you just need to polish it. It should take less time than your initial attempt. Even after your GMAT you will still have more than a month for your apps which is good enough, assuming u go for round 2.
This appraoch would result in the foll:
1. You will have to apply in round 2, i dont think that matters.
2. If you give your second try in Oct, and get a better score it will enhance your chances for ISB. On the flip side if it does not work out, ISB will still consider the higher of the two scores. So i dont think you have anything to loose.
