i think the answer is option (D) as it the main statement is that Daily Clarion is owned by in-town syndicate and the other is owned by out of town sydicate so daily clariton is the real voice of the city.
and in option D it is mentioned that Daily bugle editor and other staff members have lived in Gotham and thus weakens the argument given.

what's the official answer?

Lemme eliminate the wrong answers.

Main stmt concerns about whether the local news is reaching the people of GC.

A: revenue has got nothing to do here
B: doesn't effect the extent to which the local news is reachable to the city's people
C: doesn't talk about the local people
D
E: age doesn't matter

Each of these choices to be regarded as an answer needs additional assumptions

bugle atleast prints more papers on Gotham city, which hints that it is more concerned abt the city.

and since it is nt mentioned -- it may be assumed that the staff of clarion has been into printing in gotham for more than 50 years as compared to 10 years of bugle.. so I feel B is closer.

The main argument here is 'Daily Clarion is an out ot town sysndicate & so it cares less for the Gotham people.
If we get any information saying that the people related to Daily clarion are not out of town then the argument can be refuted.
Option D says that the editor in chief & other employees have lived in Gotham for 10 yrs or more, with this the argument is refuted.
