my ansption 2
reason:B must come after 1.............in statement 1 joshi accused Nehru and Mahalanobis for using planning commsion for their private initiative and B is contituing it

Hence Option 2 i.e. BADC is the right answer.

Dude you suggested of not quoting the whole text in the answer, but at times when i come back to refer to my answer after the OA has been posted it helps if the question and answers are at the same place. Generally when the answer we post and the OA does not match probably each one of us would be revisiting the post.
Just a suggestion if everybody feels the same way about not having the question within the quotes i have no issues
