The answer is C..
The reason being that the statement should be of the form '...not only...but also..'.
'it' shouldn't be present as in 'but it also'.. so options B&E are eliminated..
also 'after also forced',the word 'them' makes it ambiguous as 'them' could be the customers/companies..so A is eliminated.
D begins with 'not only',this isn't the correct usage..
So that leaves us with C..

i think A is the answer
tax returns looks more apt to me..so B n E is eliminated
'in a software store and an accounting text' doesn't seem right..so i'll go with A

I'm quite poor at Sentence correction but will have a bash with this one.
My Answer: A
' a tax return ', how could for three people be a Tax Return? So I eliminated option B and E.
There is a disk to help people to file the tax returns which is available in stores. So the ' a software store' phrase doesn't fit approprietly.
So eliminated C and D
Experts, please opine on my way of eliminating options.

'it'(singular) can't be used for property values..A seems logical, simple and errorless to me among A,B and c

The right ans for the first question is
B. a tax return with a disk found in software stores and accounting texts
'a tax return' is the right usage more so when one uses phrases such as 3 out of 7 people which signifies a ratio.
The right ans for the second question is
(A) they are potentially devastating for homeowners, whose
Property values should be modified by 'they' and not by 'it'.
Also using 'can' with potential is redundant.
