Regarding the difference between little and 'a little': a little is always used in positive sense like I still have a little money left to get through this.
Compare this with:There is little hope of our team's victory now. which gives out negative sense.

I appreciate your gut feeling, matches my reasoning tooo

1). B
for correct usage in english, always "not that" is used.

2). B
correcting the parralelism between "contractors, **** & politicians".

3). C
Two prices are compared, hence between suits correct usage.

4). B
action is taken "by" someone & parallelism between "reduce & encourage".

Plz confirm the OA too
