Q.1) Reg. this. The links AD and BE are correct. So options 1 and 3 are in contention. But in option 3, DB link does not match (or there is no proper link to suggest DB). moreover D mentions 'liberalisation' and C mentions 'these changes'. So DC link. Hence BEADC

Q.2) I'm a bit surprised by this answer. Let me explain, why I find this faulty. Acc. to (1) we have DEBAC. Even if I accept D as the opening statement, E mentions 'recommendations' which is not even mentioned up until now. It's introduced in B. So I strongly feel (3) i.e. BEADC is correct. Any comments?

I totally agree with u on this....
'the recomendations' in D seems to come from nowhere in we take 1 to be the right answer. Thus, B has to precede D in an case.
this leaves us with the last two options.
Statement A 'they argue that it is this ...' So, B(which refers to the recommendations which are shown in positive light) cannot immediately precede A. So, A has to follow E. Hence, BEADC.
