C is the suitable ending giving the consequences of all the changes.. So ADBEC

Q2) Option 2 : My take is link DA... D talk about all "...the experts,politicians and FMs who refer..." A carries it forward. If A was to follow E its tense should have been diff (Correct me if i'm wrong)
