However, if you want to write in the singular, then you need to use, "Where is my pair of spectacles?"

girl's means we are talking about 1 girl
girls' means there are many girls 's means possession by sigular. eg member's opinion
but when talk about plurals there is already a s so we just suffix a apotrophe..
eg. it will be odd to say girls's book, so we omit extra s in plurals and say girls' school, members' opinions
so,1st one is correct

The first one means you're pointing to a girl and saying that her school is very close to your house.
