The answer is D only in my opinion too and the key in the MOCK also
as given in the explanation that those who are practicing the modified HRD training practice is assuming that the a productive enviornment will be generated in the organization also it is already specified that the concept of training people is very different from that of helping them learn.So this is not the assumption i guess ..
