d. Effectively, political parties were willing to start on the premise that the Ps might actually be guilty of corruption.
e. Some felt that it was an impulsive decision.

I think the answer should be option A as it continues the flow of thought in the sentence.
This is my take..without thinking much..unlike the last one..
a) The Initial reaction to the expose of the cash-for-questions scandal had been refreshing reassuring.
The sentence completing the paragraph should be some thing that adds to the meaning of the paragraph...
according to me, (a) doesn't seem too appropriate since it talks about the initial reaction, which , should have come at the beginning of the para.Also the phrase 'initial reaction' suggests, that what follows is the contrary to what was thought(i.e. initially it was tht that the MP's wud be arrested but it didn't happen that way).Hence 'a' is wrong.
(c) is -ve and out of context.
(b),(e) --are not relevant.
hence (d)--sounds more positive...and one of the steps towards the expulsion of the MP's.

Explanation: A continues the line of thought in the paragraphabout the kind of reaction to the issue. A reassuring reaction fits in with the swift move later on.
So this was "Continuation" type of para...
