explainations
1.had come is wrong cuz it places one action in the past before another action in the past-not the meaning expressed by this sentence. instead, sentence one needs a verb to link oast and present and has come fills the place.
2.will be places the action in the future, but the memo once again seeks to establish that the bending went on in the past and continues in the present, so present perfect tense (have been bending) does the job.
3.bent is an irregular past form. bended is never correct in standard english.
4.cuz you are talking about duty, should fits in nicely here.one may also select am reminding cuz the boss is in the process of reminding the employees of paper clip prices.
5.we use are instead of have been cuz the boss is concerned about current expenses,hence present tense is better here.
6.the boss is bragging about fairness in the past, which continues in the present. thus present perfect tense (have given) is best.here the word always may be placed between the two words of the verb(have always given) if u wish.
7.will give is correct,will hav given implies a deadline.
8.the boss is talking about the present and future, not the past, so showed is inappropriate. the present form show here fits the bill.
9.no need for continuous here, cuz the boss wants to tell the underlings when the investigation will end, not when it will be going on.
10.you are expressing a real possibility here, so will or may works well.

Hii..
Take an example..
I read books , taking tea breaks, gossiping with friends.
Here the two parts are the continuation of the first part, describing the action reading.
But if these actions cant be related , then they have to follow parallel construction.
U can align the sentence in question in the form " I read books......"
Correct me if I am wrong..
There was a clue" infrequently enough" which could have saved us..
The secret of walking over water is ... knowing where the stones are ...!!!"

In the sentence " Found throughout Central and South America, the sloth hangs from trees by its long rubbery limbs, sleeping fifteen hours a day and moving so infrequently enough that two species of algae grow on its coat and between its toes. the catch was the continuation of the sentence...here it clearly shows tht sloth use its own limbs to hang from the trees. Also a co-relation of sleeping fifteen hours a day a reason because of which they move infrequently.
Regarding the parallel construction of the above sentence is an example of participal phrases where there should logical continuation of the sentence.
ex. The rain continued to fall, providing water for the thristy plants but flooding the streets as well.
Here we should be a bit cautious so as to avoid becoming a victim of superficial parallelism by assuming all verbs in a sentence must be parallel. Only the structures that are logically parallel must be structurally parallel. Which was not the case in the above sentence.
I hope i have cleared your doubt but if you still have an issue i am open for a discussion.
