In the context of this sentence, the infinitive to be is more appropriate than the limited present-tense is in referring to an event that occurred long ago but has been discovered only recently. answer 'E...' ..the tense and verb form throughout the sentence is correct in 'E'..where the phrases, "attempting to change people's attitude", "reducing software prices" and "calling for the Prosecutionof those... " are in snyc with each other..
