(C) enrollment: since students in public schools have grown steadily in number since the mid-1980’s and, at nearly 47 million, have reached

Is 'the number of student ' in option D a typo? I marked E because I thought this was the error. E in that case seemed to be the best option though students at nearly 47 million is probably incorrect.

E says, students ... have grown steadily. :O It now appears non-nonsensical.

IMHO, option D is the best bet, considering 'number of student' is a typo and the correct option includes 'number of students'. And also, instead of colon, comma would be correct.

I beg to differ..Students..have grown steadily in numbers, is the complete sentence and it seems logical though not very elegantly worded. In sentence correction, little things like these make a huge difference, dont they? One can never be too careful . Probably would have left this in the exam...but we are not penalized here for wrong answers

As an afterthought, the sentence part, students...,at nearly 47 million, makes the sentence incorrect as the students are not nearly 47 million (which seems right though)...their number or population is at 47 million.
