i guess that for the first sentence the answer cant be 'e' beacuse option 'e' is denoting a cause and affect relationship rather than a comparison.

B - I think they also sound redundant ...
C - having and so wrong
D - urban leaders should be compared with populists not something else

For Question 1 option (b) has a cause and effect relationship (...and ,so....) but the time frame mentioned makes it really illogical (i guess so )
Option (e) gives a sentence just as then ,so as now effect , which makes more sense.

I think the answer would be D because the second part of the sentence has to start with a subject as we are comparing the government in the first part. So option A,B,C can be ruled out as they compare the govt with laissez-faire capitalism. Between option D and E, D is appropriate as the govt has made laissez-faire capitalism its cornerstone.
