If you're talking of Power, definitely Buu.
If talking about evil, then Vegeta, Frieza and Cell rise head and shoulders above everyone else.

He he..there were more..like Nappa, Androids, Garlic Jr., Babidi.
But Vegeta is pure evil if you must..amazing character..his evilness and yet, desire to be the best..plus the voice acting..and the face expressions...Rocking, I say!!

good to see a manga thread goin here...
well i was thinkin tht if we can say in interviews tht reading manga is my hobby...wht say?
coz it is a source of inspiration...the best piece of creativity and well it provides entertainment..
wht else we need frm a hobby? 
btw u can judge my fav manga frm my avatar....
