Not really.. Its pretty simple.. some old threads should be bumped and some not..
For example someone feels like talking about RD Burman's music. So he searches and he finds this thread:

Now its perfectly all right to bump this old thread rather than start a new one..

Some sample cases where threads should not be bumped:
1) A thread stating some facts about a institute 2-3 years ago
2) A query asked 2-3 years ago which may not be relevant today
3) Topics which could be discussed 2-3 years ago but cannot be accommodated now as PG grows

So its pretty simple
